The Municipality of Amsterdam opts for digital autonomy
Members in the news: Dutch IT Leaders with the Municipality of Amsterdam. This month, the Municipality of Amsterdam presented a renewed Sourcing and Cloud Strategy for the period 2026–2030. With this course, the capital is explicitly opting for digital autonomy and the protection of citizen data. The plan aims to ensure that Amsterdam remains resilient in a world that is becoming increasingly unpredictable, both geopolitically and technologically.
The Municipality of Amsterdam has adopted a new Sourcing and Cloud Strategy for 2026–2030. With this direction, the city is taking a clear step towards digital autonomy. The strategy focuses on protecting citizen data, strengthening digital resilience, and reducing dependence on non‑European technology providers.
Key elements include the principle of “autonomous, unless”, meaning that critical systems should preferably be hosted in a European sovereign cloud, as well as a standardized decision‑making process in which national solutions are always evaluated first. The strategy is built on five pillars: resilience, a realistic roadmap, secure information provision, strong governance, and flexibility through open‑source and exit strategies.
Amsterdam is working closely with VNG and other public authorities on the development of a Government Cloud, as part of a broader movement towards greater digital sovereignty.
